Balit Durn Durn, Centre of Excellence for Aboriginal and Torres Strait Islander Social and Emotional Wellbeing | Co-developing the Strategic Plan for the Centre for the next four years. The Balit Durn Durn Centre coordinates a collaborative approach to the expansion of Social and Emotional Wellbeing (SEWB) services in Aboriginal Community Controlled Organisations (ACCOs) and mainstream mental health services. | | Misalignments in Global Mental Health, leading the Australian arm of the research project, consultation and survey of mental health leaders and facilitating breakout sessions for a WEF Roundtable event in Luxembourg to refine recommendations with leaders in global mental health from 12 countries. The outputs of this project were subsequently presented at Davos. | -
Maternal and Child Health Sleep and Settling Model of Care, Department of Health and Human Services | Andrew was the Project Lead for this engagement, working alongside the Victorian DHHS to develop a model of care to provide additional support and advice for parents of children aged from birth to school age. As part of this engagement, we consulted widely with local, national and international experts and clinicians, using a co-design methodology to inform the iterative development of the model of care. Andrew assisted in managing all workshops, consultations, client engagement and day-to-day project activities, as well as completing a comprehensive literature review and building the model of care itself. | -
Statewide Mental Health Services (Tasmania) | Mental Health Integration Hubs – Andrew was the lead for this project with Tasmanian Mental Health Reform Program assisting the Reform Program in setting up integrated hubs that will include a number of clinical and psychosocial services within the one building. The project involved research and consultation with relevant service providers in other jurisdictions across Australia and internationally and consultation with local service providers and community organisations. Through this process, Andrew recommended options for the overarching operating and clinical governance models for the Hubs. | -
Mental Health, Alcohol and Other Drugs | Information Management Framework Queensland Health. The Queensland Health Mental Health, Alcohol and Other Drugs (MHAOD) Branch (the Branch) engaged the team led by Andrew to identify and prioritise information management (IM) initiatives to support Queensland’s agenda of MHAOD reform and strategic priorities. Through extensive stakeholder consultation, the Branch has a comprehensive understanding of the sector’s challenges and needs, from frontline clinicians and consumers through to policy makers and sector planners. Implementing the roadmap will uplift the sector’s information management capability, leading to more reliable evidence-based decision making; more streamlined, patient-led and coordinated care; and ultimately, better outcomes for consumers. As part of this work Andrew presented the final Framework to over 300 leaders, staff and consumers across QLD. | | Mental Health Service Strategy, Ballarat Health Services. Andrew led a team to develop a Regional Mental Health and Wellbeing Service Framework. The Framework sought to understand, articulate, and design an optimal configuration of services based on the current state of mental health and wellbeing service provision across the region, and opportunities for improvement. The Service Framework developed was future focused with the consumers and their carers and family members at the centre. | -
NSW Alcohol and Other Drug Strategy | Advice, Department of Premier and Cabinet. Andrew provided strategic advice and facilitated state-wide forums and workshops to clarify and refine the AOD priorities for the NSW Government following the ‘Ice Taskforce’ report and recommendations. | -

Child and Young Persons Mental Health Service - Strategic Action Plan, Royal Children's Hospital | Andrew led the strategic action plan development for the Banksia Unit which detailed a roadmap for short, medium and long term strategies that addressed opportunities and gaps identified. As part of the project we collaboratively developed and built a strategic vision and action plan – critical to the success of the action plan was the revised governance and oversight recommendations made to better align clinical, corporate and operational lines of accountability and responsibility within the organisation. | -

Support for the National Suicide Prevention Adviser in developing the National Suicide Prevention Strategy (National Mental Health Commission) | Andrew worked on to two components of work to support Australia's National Mental Health Commission and Prime Minister’s advisor for suicide prevention to design and promote a whole-of-government approach to preventing suicide. The first component of work involved synthesis of large bodies of evidence, and working closely with key stakeholders to develop a resource promoting shared understanding and collective responsibility across all government agencies and portfolios for preventing suicide. The second component of work entailed conducting consultations with public policy experts to develop a model governance structure for a whole of government approach to suicide prevention for the Prime Minister’s consideration. | |

Leadership Workshop Series Department of Health, Victoria | Andrew led this series of three workshops for Directors and Managers within the Department of Health, developing and delivering workshops on topics such as: leading high performing teams, having difficult conversations, promoting and enhancing psychological safety and becoming a workplace of choice. | | Over 25 healthcare leaders who continue to shape the sector today in senior leadership and executive roles (including CEO, Board and Deputy Secretary roles). | | Facilitation of board strategy day – Andrew developed and co-facilitated the board strategy day and refined the subsequent renewed strategic priorities for the organisation with the Board Chair and CEO. | | Research into leading practice in leadership for psychological health and wellbeing at work. Workplace mental health and wellbeing approaches for executive leaders, business owners and employees | | Andrew led this research and report to develop a resource for organisations and leaders promoting both employee and executive leader wellbeing in the workplace. Given the current limitations of research specifically on leader’s mental health strategies much of this work involved novel adaption of broader research and building leading global and local examples through expert interview and focus groups with CEOs’, board members, and people in specifically challenging senior decision-making roles, such as judges and medical directors. The guide provides novel advice and tips for boards and executives to consider to sustain and build mental health and wellbeing for themselves and the organisations they lead. | -
Staff Mental Health and Wellbeing Review, Australian Government Department | Andrew led this review involving survey of staff and executive within the Department, examining the current framework for wellbeing the Department was using and comparing this to best practice via an evidence review. The final report provided findings and recommendations on improvements needed to promote the mental health and wellbeing of staff through greater strategic direction, practical supports and programs and better near-real-time measurement and reporting. | -

Perinatal Mental Health Screening Review | Review of perinatal mental health screening approaches in Victoria following recommendations from the Royal Commission into Victoria’s Mental Health System which found that greater mental health and wellbeing support was needed for parents and caregivers. As part of the review, we worked alongside Monash University to undertake a literature review of the evidence underpinning perinatal mental health screening. In addition, consultations were undertaken with a range of stakeholders from the perinatal service system, as well as consumers and people with lived experience of mental ill health. We then developed a series of recommendations to improve and shape the way perinatal mental health screening is undertaken in Victoria. | -
Evaluation of the National Headspace Program, Department of Health | Andrew led a team managing this large-scale, complex multi-year mixed methods evaluation of the National headspace program across Australia. The report including recommendations for future service model enhancements is publicly available here. | -
Evaluation of the HOPE initiative | It delivered assertive outreach support to people and their families following a suicide attempt, across 6 trial sites in Victoria. Drafting the evaluation framework for the HOPE initiative using a developmental approach included: - a review of program documentation and available evidence
- facilitating co-creation workshops, process mapping
- embedding evaluation team members with service sites
- undertaking targeted consultations to truly understand how the initiative operates at each site identifying data collection requirements at a site level

3-year Mixed Methods Complex Evaluation of the HOPE Initiative | The purpose of the evaluation was to support Alfred Health, the HOPE sites, clients and the community to understand the impacts and outcomes that the HOPE Initiative had achieved. The findings of this evaluation were subsequently used by the Royal Commissioners to recommend the state-wide expansion of the initiative. | -

Review of the Victorian Phone Service System navigation, Murray PHN Limited | Andrew led a team reviewing the phone service system supporting people navigate the mental health system in the state. Findings and recommendations of the review were presented to the Victorian PHN CEOs for consideration and implementation. | -
Adult Community Mental Health Services model of care review: Canberra Health Service | Andrew led a team conducting a rapid review of the model of care including benchmarking against other jurisdictions. We conducted a desktop review of best evidences models of care for adult community mental health services, including a rapid literature scan and analysis of program documents. Program outputs were also compared against various other jurisdictions as part of a benchmarking exercise, to understand how the ACMHS stands up against similar services. We then looked into best practice and innovative models in various jurisdictions to provide examples for CHS on areas for enhancement. Particular attention was paid to informing improvements to care pathways including assessment and triage processes, service allocation and treatment, referrals and ongoing care. | -
